New Departures: Rethinking Rail Passenger Policy in the Twenty-First Century by Anthony Perl,
North America faces a transportation crisis. Gas-guzzling SUVs clog the highways and air travelers face delays, cancellations, and uncertainty in the wake of unprecedented terrorist attacks. Early in the 19th century, growing American cities began to experience transportation problems. One solution was the horse-drawn streetcar, developed in 1832, but it soon proved inadequate.
